Planning Technician
Position Summary
Performs technical, administrative, permitting, enforcement, and customer-service work in support of the Town's planning and zoning functions. Reviews zoning, sign, flood-development, and related applications; assists the public with land-use requirements; performs field verification and enforcement support; maintains planning records; and supports Planning Board and departmental activities.
Essential Functions & Responsibilities
- Receives and reviews applications for zoning permits, sign permits, flood-development permits, and related authorizations for completeness and compliance with the Unified Development Ordinance and Town ordinances.
- Provides guidance to residents, developers, contractors, and other customers regarding zoning, land use, floodplain regulations, and permit processes.
- Conducts site visits and field inspections to verify compliance with approved permits and investigate potential violations.
- Documents and maintains accurate records of zoning actions, inspections, and enforcement cases in the Town's permit-tracking system.
- Prepares and issues zoning-verification letters, violation notices, and related correspondence.
- Assists with zoning enforcement through investigation, documentation, and follow-up on complaints.
- Reviews plats, site plans, and sign plans for zoning compliance.
- Serves as Clerk to the Planning Board, including preparation of agendas, meeting packets, and minutes.
- Provides administrative and technical support to the Planning Director for current and long-range planning projects.
- Assists with maintenance of zoning maps and other land-use records.
- Participates in public meetings of the Planning Board and Burgaw Town Council as needed.
- Performs general office duties, recordkeeping, public communications, and other assigned special projects.
Minimum Qualifications
Education
Bachelor’s degree or Associate’s degree in Planning, Geography, Environmental Studies, Public Administration, or a related field preferred.
Experience
One (1) year of experience in zoning, planning, permitting, or related field preferred.
Preferred Qualifications
Associate's or bachelor's degree in a related field and one year of relevant experience.
Licenses, Certifications & Special Requirements
- Valid North Carolina Driver's License.
- North Carolina Certified Zoning Official (CZO) certification preferred or must be obtained within two years of hire.
- Certified Floodplain Manager (CFM) certification preferred or must be obtained within two years of hire.
Physical Demands
Work includes office and field duties. Field inspections may involve uneven terrain and outdoor conditions. Requires the ability to lift up to 25 pounds.
Work Environment
Work is performed in both office and field settings, with exposure to varying weather during inspections, frequent public contact including complaints or enforcement matters, and regular attendance at evening Planning Board meetings.
