Job Alert Privacy Policy

Scope
This policy describes how Town of Burgaw handles information collected for the public Job Alerts service, including optional SMS alerts from +1 (877) 724-2151.
Information collected
The service may collect an email address, optional mobile telephone number, selected alert preferences, verification status, consent and opt-out records, delivery history, timestamps, request IP address, browser/user-agent information, and related audit information needed to secure and administer the service.
How the Town uses the information
The Town uses Job Alert information to send requested job-posting notifications, verify contact methods, manage preferences and unsubscribe requests, prevent misuse, troubleshoot delivery, document consent, comply with messaging requirements, and maintain an auditable record of program activity.
SMS-specific use
Mobile numbers and SMS consent information are used for the Town of Burgaw Job Alerts program and related subscriber support. The Town does not sell mobile numbers or SMS consent information and does not share them with unaffiliated third parties for their own marketing or promotional purposes.
Service providers
The Town uses service providers needed to operate the Applicant Portal and deliver requested communications. This can include Microsoft Azure, Microsoft Azure Communication Services, Microsoft 365/Graph, hosting and storage services, and telecommunications carriers. These providers may process information as necessary to deliver, secure, monitor, or support the service.
Subscriber control
Subscribers can use secure Manage Preferences and Unsubscribe links to change their alert scope or stop alerts. SMS subscribers can reply STOP to stop text messages. Reply HELP for assistance. A subscriber may contact jobs-wizard@burgawnc.gov for Job Alert support.
Public records
Town of Burgaw is a North Carolina local government, and records created or received in the transaction of public business can be subject to North Carolina public-records law. North Carolina General Statute 132-1.13 provides specific rules for local-government email subscriber lists, including public inspection and restrictions on copying and Town use of those lists. Other Job Alert records are handled under applicable public-records law and any applicable confidentiality exemptions.
Retention and security
The Town retains Job Alert records according to applicable records-retention requirements and operational or compliance needs. The Applicant Portal uses access controls, verified contact workflows, token protection, audit records, and Azure-hosted security controls to reduce unauthorized access or misuse. No internet or messaging system can be guaranteed to be completely secure.
Children
The Job Alerts service is intended for individuals seeking information about Town employment opportunities and is not directed to children under 13.
