Finance & Development Services Coordinator
Position Summary
Serves a dual-function role encompassing both financial services and development-related permitting operations for the Town of Burgaw. This position supports critical accounting and customer service functions, ensures compliance in permitting processes, and maintains accurate records across multiple departments. The coordinator works closely with the Finance Officer, Public Services, Customer Service, and other Town staff to maintain the financial and permitting integrity of municipal operations.
Essential Functions & Responsibilities
- Serves as primary backup for front-window operations and utility-billing functions, including training and mentoring new staff.
- Reviews delinquent accounts and compiles outstanding balances for debt collection and submission to the Finance Officer.
- Prepares and submits Debt Setoff Program information to the State of North Carolina.
- Coordinates accounts payable by reviewing invoices for authorization, verifying and entering data, resolving discrepancies with departments, and running bi-weekly check batches.
- Reconciles accounts and statements and balances accounts, credits, and deposits.
- Prepares annual reports on deposits and customer refunds and generates and issues 1099s for applicable vendors.
- Verifies daily deposits prepared by the Customer Service Representative and reconciles them with the general ledger.
- Collects payments from mail/drop-box locations, calculates totals, and delivers payments to the Customer Service Representative for processing.
- Updates Finance and Utility Billing sections of the Town website and assists with other website updates as needed.
- Processes and assists with building and standalone permits in accordance with established policies, procedures, and ordinances.
- Request inspections to be completed through appropriate channels.
- Prepare and submit Minimum Housing monthly reports.
- Ensures permit-related revenues are recorded to the correct revenue line item.
- Performs administrative tasks including data entry, file and records management, document copying, customer service, and response handling.
- Collaborates with Customer Service and Public Services staff to support proper account setup and compliance for new construction projects.
- Researches inquiries related to purchase orders, requisitions, payments, and account discrepancies.
- Coordinates with the Planning Technician and/or Planning Director to support compliance with applicable zoning regulations and land-use requirements.
Minimum Qualifications
Education
High school diploma or equivalent is required.
Experience
Two (2) to four (4) years of progressively responsible experience in municipal finance, permitting, planning support, or related administrative functions.
Equivalent Combination
Equivalent combinations of education, training, and experience may be considered.
Preferred Qualifications
Associate's degree or higher in accounting, finance, business administration, or a related field is preferred. Familiarity with North Carolina municipal government operations, permitting processes, and financial regulations is desirable.
Licenses, Certifications & Special Requirements
- Valid North Carolina Driver's License.
Work Environment
Office setting with frequent public interaction, regular multitasking in a municipal administrative environment, and periodic coordination with field and inspection personnel.
