Position Summary

Under general supervision, performs responsible administrative work in support of the Town's personnel program, including maintenance of personnel records and reports, recruitment support, employee enrollment, benefits administration, training coordination, and related human-resources functions.

Essential Functions & Responsibilities

  • Updates and maintains the Town of Burgaw Personnel and Administrative Policy as amended by the Town of Burgaw Council.
  • Administers the Town's personnel, fringe-benefit, and insurance programs, including correspondence to employees regarding program changes.
  • Handles enrollment of new employees, including health insurance, supplemental insurance, retirement, 401(k), FICA, state withholding, federal withholding, new-hire reporting, and related enrollment requirements.
  • Attends personnel-related meetings with the parties involved.
  • Organizes, maintains, and keeps current personnel files and leave records, including vacation, sick, and personal time records.
  • Coordinates advertisement of new or vacant positions.
  • Coordinates employee training and meetings.
  • Files health and workers' compensation claims with appropriate agencies.
  • Assists the Finance Department with preparation of the workers' compensation audit report.
  • Oversees and approves Town website content edited by Town staff.
  • Supports the Town Clerk with maintenance of official Town documents, permanent records of Council actions, research, reports, and related office activities, as described in the current source.
  • Acts in the absence of the Town Clerk as Clerk to the Town of Burgaw Town Council, including preparing agendas and meeting packets, providing required notices, and attending Council meetings, hearings, and workshops as directed.
  • Types minutes as requested by the Town Clerk and researches information requested by the Town Manager and Town Clerk.
  • Performs other duties as assigned.

Minimum Qualifications

Education

Graduation from an accredited high school is required.

Experience

Some experience in governmental office work, human resources, and employment law, together with experience using common computer programs and keyboarding.

Equivalent Combination

Combination of education or experience may be accepted.

Physical Demands

Work is generally sedentary and requires some light physical activity. The employee must be able to lift up to 30 pounds and possess visual acuity, hearing, touch, and use of the arms, hands, and fingers necessary to compile computer data and statistics and perform clerical work using a computer terminal.

Work Environment

Work is primarily performed in an office environment and involves handling confidential personnel and administrative information.
